The Impacts of Allowing Hybrid Vehicles and Solo Toll-Paying Vehicles in Existing High-Occupancy Vehicle Lanes
نویسنده
چکیده
This paper introduces a microscopic simulation method to investigate the operational effects of allowing single occupant hybrid vehicles and or toll-paying single occupant vehicles into HOV lanes. The demand methodology is based on disaggregate stated and revealed preference vehicle purchase models, and includes a flexible aggregation method for converting the household level predictions to aggregate traffic analysis zone predictions conditioned on available sociodemographic data for these zones. The demand model can be generalized to include predictions of the distribution of value of travel time savings, and these can be incorporated into the microscopic simulation method to investigate the possibility of allowing single occupancy vehicles to pay a toll to use the HOV lanes. An initial study was conducted within a 12-mile by 16-mile freeway network surrounding Irvine, California. Each scenario was analyzed based on changes in HOV lane travel times, density, and flow rates. The results suggests that allowing the current stock of single occupant hybrid vehicles into the HOV lanes will not have a substantial negative impact on lane operations.

Deploying Lanes for High Occupancy Vehicles in Urban Areas
Simulations and field experiments in previous works suggest that a freeway’s general purpose lanes (those not dedicated to high occupancy vehicles) discharge vehicles from bottlenecks at an equal or higher average rate when one of the lanes is devoted to high occupancy vehicles than when it is not. This result was used in these previous works to develop formulae for the total discharge rate of ...
متن کاملMeasuring and Evaluation on Priority Lanes
Along with economic development, cities are increasingly congested in China. In order to eliminate peak-hour congestion, many cities establish priority lanes, commonly bus lanes. Although priority lanes could help Local Authorities gain its short-term management objectives, at the same time, it would greatly infringe on the legitimate rights of other vehicles and waste the scarce road resources...

The movement of commercial vehicles through already congested metropolitan freeway networks is an important policy challenge today for transportation officials, and will become even more important in the future. This paper reports on a study of truck-only toll (TOT) lanes that was conducted in the Atlanta metropolitan region. This study focused on a regional network of TOT lanes with varying le...

The Minnesota Department of Transportation (MnDOT) has added MnPASS High Occupancy Toll (HOT) lanes on two freeway corridors. While not the first HOT lanes in the country, the MnPASS lanes are the first implementation of road pricing in Minnesota and possess a dynamic pricing schedule. Tolls charged to single occupancy vehicles (SOVs) are adjusted every three minutes according to HOT lane vehic...
